[tycho-dev] require newer maven version

Just thinking aloud here. What are the reasons for new versions of Tycho
to maintain compatibility with maven 3.0?

We already had cases when we had to provide some rather ugly workarounds
to maintain compatibility with maven 3.0. And there are cases when we
simply can't do what we need without making changes in maven. So I
wonder why new versions of Tycho can't require latest version of maven
as a matter of course?

The only semi-legit reason I can think of, are come tightly controlled
build servers where developers are not able to update maven version. So
projects that have to use these build servers will not be able to update
to a new version of Tycho and will have to stick with an older Tycho

Any other reasons?
