I agree with Roland's comments -- especially since some one doing C# work is
likely to be on Windows and likely to have it installed (I am assuming). 

Normally -- partially just out of curiosity -- how does a user "get" dotnet if
it is not already installed? Does it come with a certain version of Windows?
Some version of .NET runtime? Or does it require some version of soem C# SDK?
