Dawid, In the past this happened via CQ where you state it's works with dependency and point to PMC approval for that.
E.g. https://dev.eclipse.org/ipzilla/show_bug.cgi?id=7705 . Not sure whether the process changed thought - I haven't heard of way to do it via PMI.
