As I wrote, refactoring CQ is waiting for PMC approve. 
 
 Besides we added PHP 5.6 support [1] (parser, new language library, AST add ons, and more)

Seems like a lot of worthwhile
fixes. I'm not sure what the "new function" is for the "minor"
increase ... the refactoring?
In any case, I'm fine with it ...
as long as it is substantially "in the RC1 build".
