Speaking as one voice for all the other PMC members (ironically) ... I'll say you "just need one vote with no objections" (the one member would not vote +1 if controversial, and/or others would speak up quickly if something was amiss). A few days suffice if you are in a rush, a week would be considered solid.

Instead of "a note from PMC", I recommend you just include links to the comments/votes on this list. You can find those by searching the "list archive" which is pretty much permanent.

According to our releng process which was written while we were in the
Technology group, we are supposed to get an approval note from the PMC
for our releases.

Is this process the same in the Tools group and if so, is there one
person who gives us this approval?  I need to send the emo the approval
note plus iplog and release review docuware.
