Dear Tools PMC,

Tools/ATF project has problems with unstable builds due to bug https://bugs.eclipse.org/bugs/show_bug.cgi?id=285408
Basically our build script is failing, because one of our compile-time dependencies is 3rd party library located at http://releases.mozilla.org/pub/mozilla.org/xulrunner/releases/1.8.1.3/contrib/eclipse. In every build we need to download it to compile against, but this fails sometimes due to network problems (mainly 503: Service Unavailable).

Can we have a copy of this library on build server to make our builds independent from network issues?
We do not intend to redistribute this library - we're investigating that separately (in CQ 1528).
 
The library is XULRunner from mozilla.org, distributed under MPL license.
