There's a CQ open on a PTP contribution that was developed by IBM  
employees under my "supervision", but the bug report was created by  
another IBM employee, who is not a PTP committer. The question is does  
this satisfy the IP process? In the past, for PTP, this has been  
sufficient, but Sharon want's a PMC decision.
