But if it takes so long, how will the border router validate signatures or even complete security procedures in a network with 10's or 100's of nodes?

Yes, unfortunately, the ECC implementation that is still used in
tinydtls is very slow. Work is going on to replace it with an optimized
version. But this is not highest priority.
