Hi excellent Theia folks,

Following up on the recent discussions about when to reuse code directly from VS code, I've come up with a draft policy here: https://github.com/eclipse-theia/theia/pull/11537.

I would very much welcome your input: I know I'm very much on the conservative side on this issue, so the policy probably needs some balance ;-)
