Hi folks,

I noticed that the coding guidelines live in the theia wiki (https://github.com/eclipse-theia/theia/wiki/Coding-Guidelines). I believe it would make sense to move the guidelines to docs/coding-guidelines.md in the theia repo.

Talk me out of this if you have good reasons on https://github.com/eclipse-theia/theia/issues/11528
