[technology-pmc] Termination candidate: Eclipse Babel

[Eclipse Management Office EMO <emo@xxxxxxxxxxxxxxxxxxxxxx>]

Dear PMC and project team,

Based on the project activity, last commit and releases, the EMO has identified the following project as a candidate for termination:

- Eclipse Babel: https://projects.eclipse.org/projects/technology.babel

GitLab issue: https://gitlab.eclipse.org/eclipsefdn/emo-team/emo/-/work_items/1419

We would appreciate any additional information you can provide about the project's status.

Otherwise we'll proceed to schedule a termination review in the upcoming weeks.

Kind regards,

Carmen Delgado
