Project Description: Eclipse SCINTX (Supply Chain Intelligence Exchange) defines a vendor-neutral interchange layer between package registries (and CI/feed bridges) and security providers that normalizes provider output into a common verdict model, applies consumer policy, and emits a signed CloudEvents lifecycle.
