According to http://wiki.eclipse.org/Development_Resources/IP/Test_and_Build_Dependencies you can use an umbrella CQ for build and test dependencies that are not distributed.

As I understand it the important thing is that there's public discussion and agreement from the PMC that the listed dependencies are acceptable and can be declared as "works-with".
