You do not need a CQ in this case assuming other conditions are met. You
just need to tag it for the IP log. See the IP process poster:

  Hello,

I recently opened two CQs:

http://dev.eclipse.org/ipzilla/show_bug.cgi?id=5281
http://dev.eclipse.org/ipzilla/show_bug.cgi?id=5282

for contributions from a member of our Red Hat Eclipse team.  He is a 
Red Hat employee and both contributions are over 250 lines.  I just 
wanted to clarify if opening these CQs was actually necessary since he 
falls under our company (Red Hat) Contribution agreement.  If they are 
not necessary, I will withdraw them and check in the code, otherwise, 
I'll continue with the current process.
