No, Incubation projects cannot do 1.0 releases.  They can do as many 0.N (0.1, 0.2, 0.3, 0.99999, ...) releases as needed, but not any N.0 (1.0, 2.0, 3.2, etc) releases.  To do an N.0 release, the project has to have graduated from Incubation which basically means that you have the three communities (user, adopter, developer) built around the project.
