Yes. You may be able to leverage https://sumo.dlr.de/docs/Tools/Xml.html#xml2csvpy and https://sumo.dlr.de/docs/Tools/Xml.html#csv2xmlpy if you'd rather add a new attribute in a spreadheet application rather than coding up your own data handling script.

just to know whether is possible to use the plot_net_dump.py to plot other parameters over the ones generated by the output, e.g. volume over capacity ratio fro edges, which has to be defined outside SUMO (at least for the capacity values).
