Using Windows(10) I obey the following: When I double-click on a sumocfg-file, sumo-gui is openend automatically with this file, as expected.

However, the programm is not in keyboard focus after this start...

Second question: what is meant with "extras" as mentioned four times on the Download page? Is it e.g. related to python tools?
I'm going to set up a Windows environment for potential users out there.
