Use Poi-Poly mode (P) in Netedit to draw a line as desired. Then save it to file using menu option 'File->Save shapes as' and load the resulting file in sumo-gui.

Subject: How to draw a line

Hello sumo users,

I would like to draw a line horizontaly to the edge as shown in the attached figure. 
Is there any way to do that in sumo ? because I didn't find how to do it in netedit.
