[stp-dev] some of STP features out of date

Hi all,

I notice some of STP features are out of date, since that's very 
important for the build system(Buckminster or releng), e.g. jaxws has 
been missed from service creation, so please update them if you are 
familiar with components organization of each STP sub projects.
