[stellation-res] TClient Server Update

The 'test' version of the new server is now running on stellation.eclipse.org.
I've successfully run my JUnit test series against this server, running the
TClient on my local machine.
Currently, I'm tracking down an authentication problem which only seems to
occur when using the TClient in regular (i.e. non-JUnit) mode. (Everything was
authenticated properly during the JUnit test series). Once that's done, I will
reconfigure the server to use the regular 'stelhost' repository database,
rather
than the current test db, and do a bit more testing.
Assuming all goes well, we should be able to start using the TClient for
ongoing WVCM work shortly.
