[stellation-res] IRC channel for Stellation

In the interests of trying to get things moving again, I'm setting 
up a bunch of stuff that will be ready at the same time as our
self-hosting server. There will be a wiki on the server (the MOO is
just too hard to work with). 

I've also just registered a #stellation channel on freenode.net.
I'll be there as much as possible; anyone interested is welcome to
come by and chat. 

I'll add news about the IRC channel and the other stuff to our website 
ASAP.
