I think what's getting missed here is that those files don't really
belong in VC at all. The misc project is a sort of weird anachronism,
where due to the specific mechanics of our website at Eclipse.org,
they needed to be in CVS in order to appear on the site. The entire
misc "project" should never have been in plugins, but due to the rush
to populate the site when it went public, we didn't have time to figure
out where to put the pieces.
Dave migrated the documents relevant to development into core a
while ago, and what was left in misc/docs is stuff that should either
be moved into a doc directory of the relevant plugin, or is
documentation (like, for example, PDF versions of our publications)
which is there because it should be on the website, but which doesn't
ever need to be loaded into an Eclipse workspace. So really, if you
want to load that stuff into an Eclipse workspace, the values of
things like the .classpath are irrelevant - there's nothing in the
entire misc area to compile or execute.
Once we get to our own server, we will be able to put things like
that directly on the web without using CVS.
