It appears that there's a fairly pervasive problem with how we've
been generating the builds on the website. The missing files is one
manifestation of that problem. We're fixing the build process; in the
meantime, the best solution is just to check the system out of CVS.
A CVS checkout will always give you the latest image of the system.
