[stellation-res] Checkin: new draft of Feature Packaging document

I've just checked in a draft of a document on packaging Features for use
with the Eclipse Update Manager.
It's heavily slanted towards Stellation, of course, but should be useful
for other projects as well.
The document is named FeaturePackaging.html and is located in
plugins/org.eclipse.stellation.scm.feature/
Prior to this past week, I did not have an adequate understanding of the
packaging process. This document tries to cover all the things which I
misunderstood, or that caused me problems. Several members of the Update
Manager team have offered to review it (which is good, since there are still
probably some errors in the document).
Please feel free to send your own comments as well. I'll post an update
whenever one becomes appropriate --
