With the dawn of a new year, and with Stellation having been
released in 2002, the lines from the notice at the start of our
source files that currently read

 * Copyright (c) 2002 IBM Corporation and others.

need to be changed to

 * Copyright (c) 2002, 2003 IBM Corporation and others.

We could write a program to change this uniformly, but this
artificially changes the last-modified time, or we can do it
when a file is first changed in the new year.

As I recall, the convention is to list only the first and last
years for copyright, so next year's entries will have '2002, 2004'
and not '2002, 2003, 2004'.
