[stellation-res] 2002-12-24 current build

is now available. This includes some cleanups to Ant xml
files, check that JAVA_HOME defined in envrionment, with
failure if it is not (based on note from Jeffrey Howard),
and support for entity references for " and '
in XMLWriter.java.

Some of the older current download files have been deleted.

Jonathan, Ant files are (hopefully) in stable state. Feel free
to make changes to add support for Windows, and additional
database managers.
