Ok. -1 suffices to kill the proposal.

One reason for the proposal, which only occurred to me after I sent off my
suggestion, was that
we could then provide a link to the ChangeLog from our main web page, so
peole could easily
see what has recently changed, whether they wanted to get latest current
download, and so forth.

However, if there are multiple ChangeLog files, this doesn't make much
sense.

By the way, if one ChangeLog is too few, then we need to add some more, as
we currently
have only six, and plugins has nine subdirectories.
