Hi Ringo,

I don't have a white paper, as a matter of fact I'm still looking for a
good one.

Actually, TMX and XLIFF are mostly used by translation tools vendors and
they don't provide feedback. 

TMX is a format used to store translations ready for reuse. A collection
of TMX documents is known as a "Translation Memory". Text is parsed
cleaned and segmented before storage and translation. The use of a
Translation Memory helps you achieve consistency when translating
several documents.

XLIFF is used for translating one document only. First, you separate the
text from formatting information. Then, you segment the text into the
smallest sections suitable for translation. After that, you translate
those segments. With the translation ready, you align the new segments
with the old ones and apply the original formatting to rebuild the
document in a new language.
