The standard XML formats used in translations are TMX and XLIFF. Both formats contemplate all the necessary stuff. If you are interested in the subject, I can send you the DTDs that describe TMX and XLIFF.

I'm not directly interested in the DTD's, but is there some sort of white paper about TMX and/or XLIFF that give a global overview on the translation matter and how these document formats fit into the picture?
