Hi,

The proposal looks good. 

I would add the following:

There should be an option to export/import strings to/from standard
formats used in translation tools, such as TMX or XLIFF.

I doubt that professional translators would use Eclipse for their job.
Localization is a complex task and it's important to use the right tool
for this. A well equipped translator should have a good "translation
memory database", that is, a database with text already translated and
ready for reuse. Tools like Trados provide this and this feature is
heavily used. 

I could write a tool for converting strings in resource bundles to XML
using TMX or XLIFF formats.
