I agree that that's a problem. Just so that people understand why I'm
suggesting using the newsgroup:

- I've yet to find a mailer that's as good at dealing with threads as
  my newsreader.....

- There's a lot of day-to-day traffic in the mailing list, most of
  which can be treated as very transient....

I favor using a newsgroup for design discussions; my mailer does a bad job
of handling threads.  Newsgroups also make it easier (imo) to manage
multiple simultaneous discussions.  Not as important: I suspect a newsgroup
will do a better job of keeping related posts in time order.  Timestamps for
mail seem to vary widely; my primary mail client (Eudora) sorts by
timestamp, so comments and replies are often listed out of order...

A newsgroup will (probably) make it easier for newcomers to come up to speed
on design issues and other high-level discussions.

I'd also vote for keeping the transient stuff on a mailing list, to reduce
newsgroup clutter.

Re: "where do I post" - I'd suggest
* Use mailing list for: bug fixes, day-to-day work, voting,
  announcements, anything that is clearly transient.
* Use newsgroup for design issues, project planning,
   anything that needs significant discussion (where threading
   is desirable).
* Post to both if you're not sure where it belongs .... with the
  mailing list post serving as a "heads-up", and significant followups
  (if any) posted to the newsgroup thread.
