[stellation-res] Newsgroup

We now have our own newsgroup: eclipse.technology.stellation. 

If you folks agree, I'd like to migrate the design-oriented discussions
onto the newsgroup, and keep the mailing list for more day-to-day work
issues, bug fixing matters, etc.
