[stellation-res] No SVC checkins for a while...

Bug 21508 caused a bit of a mess. No data loss, but we've got
a situation where the current branch head contains dangling
references to deleted artifacts, and that will cause merge errors
on any attempt to merge with it.

I'm going to manually fix it, but it's going to take me a few hours
tommorow morning, in order to make sure that I really get it absolutely
right. Once that's done, things should be OK. But until then, please
no checkins into the SVC repository.
