If an idea includes a link or reference for where to ask questions, use that link.

Some ideas provide a bug reference. If you're interested in the idea, read all of the comments on the bug. Ask technical questions there. Bear in mind that the people who monitor the bugs do not necessarily participate in GSoC: don't ask GSoC-specific questions on bugs.

If the idea doesn't have specific contact information, your questions here on this list.
