Last week, I did a release build of our Helios repository contribution 
and put the information about the new top-level soa feature on this bug:

As per my current understanding of the EPP build, what we've made 
available (as described in comment 4 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=307360#c4 )

should allow the EPP builder to include all the relevant/appropriate ECF 
features/bundles by including the ECF remote services sdk feature 
(org.eclipse.ecf.remoteservice.sdk.feature) in the SOA package.
