[soa-iwg] SOA package target platform

Hi Folks,

In the discussion around the SOA package, there's a distinction that 
I've lost that I would like to try to understand:

For the SOA package that's been proposed, what is the intended target 
platform?  I understand that a number of SOA dev tools are going to be 
introduced as part of the package (to create an IDE for SOA 
development...in concert with jdt, others)...but what will be 
expected/published/made available contents of the target platform for 
this package?
