One assumes it is to encourage existing members to upgrade their
membership status and ensure that the effort has a level of
oversight that the board is comfortable with.

Let's have a look at the Strategic Members. I'm open to
criticism on this analysis because I don't have revenue
figures for all of these companies.

Actuate     -  medium  > $100m revenue
Brox        -  not big
CA          -  oooh, that's big
Cloudsmith  -  not big
Genuitec    -  not big
IBM         -  the original big
Innopract   -  not big
itemis      -  not big
Nokia       -  big
Obeo        -  not big
Oracle      -  big
SAP         -  big
Sonatype    -  not big
Sopera      -  not big

So 5 big corps, 1 medium corp, 8 not big corps. Perhaps
a counter-intuitive result?
