This is not a responsibility of the working group.

The "we" that I'm communicating with on this list is the Eclipse sim@openpass project leads and committers. FWIW, I do expect that there is likely significant overlap between the project team and the composition of the working group committees, but the open source project is separate from the working group.

Nevertheless, this is a responsibility of the project team and a requirement of the Eclipse Foundation Development Process. Release reviews are something that our project teams are required to engage in.

My most immediate concern is that the project has made official releases without having engaged in an IP Log review. Based on a naive review of your project's build, I am concerned that there may be gaps in the project's third-party IP tracking (the build fails on my workstation while looking for Protobuf >=2.6.1, which--without understanding anything about the build--sounds like a prerequisite to me). Project team: please review your third-party content use and initiate the IP Log.

Regarding review documentation... this should not require significant effort. The EMO and PMC require only a brief description (two or three sentences or a bullet list of features) of the nature of the release. 

All of the things listed in the checklist (assuming that they apply; clearly the OSGi/Java bits do not apply) must always be true (though some allowances can be made for projects like this one that are in the incubation phase).

The EMO stands ready to assist.

Based on https://www.eclipse.org/projects/handbook/#checklist, I think the project is in good shape for a release review – however, preparing e. g. review documentation is something that requires time and resources. We (the openPASS WG partners) will incorporate this in the planning of our next steps.

The project has not, AFAICT, engaged in a release review.

 

Per the Eclipse Foundation Development Process, an Eclipse open source project must engage in a release review before issuing any release (even a pre-1.0 "incubation" release). Note that, following a successful release review, a project can release as many times as they need for an entire year.

 

Please initiate the release review process ASAP.
