Per the handbook:

The nomination and election process for a new Committer is for more than just the project team - it is also for the entire Eclipse community, current and future. The larger community uses the artifacts of elections as (one of many pieces of) evidence about the maturity of the project team, and thus quality of the frameworks.

A committer election for Daniel Schmidt on project Eclipse sim@openPASS
(technology.simopenpass) was started by Dmitri Fix with this criteria:

Daniel is contributing in discussions in various committees and workshops in
a very constructive and inspiring way. He volunteered to improve the content
of project's homepage. Further, he will be able to contribute code.

Eclipse sim@openPASS project committers can click the election link below to
vote.
