If we are going to try and get it in then I think we would need to do a call, but I think it is fine to leave it for this release.

Even if we clarify the behaviour later 6.0 implementations can choose to follow the clarified behaviour.

But it's not absolutely necessary, as I guess we could agree on an interpretation of the existing spec after a 6.0.0 release (and we've got this far with different implementations).
