i've noticed this same problem after updating android sdk. after lots of
testing i've realized that the apk file won't be generated if there's
any error/warning/info in the problems view. just delete all the entries
in the problems view and touch any file that won't generate new
errors/warnings/infos and the apk will be regenerated, also closing and
opening the project will do.

this happens in plain eclipse Helios without Sequoyah too.
