Yes, and... (longer answer for the sake of completeness)

In general, members of the working group have/will have the ability to create & modify content on science.eclipse.org. For instance: meetings/events including minutes, news, etc. This is self service. The system is drupal based and fairly easy to use. I can give a simple training session to any who might be interested. Included with that is a gentle set of guidelines/conventions we follow.

Structural things like menus, page layouts, new modules, & beyond are usually done by the web development team within webmasters. These types of of requests should be routed through me since we balance/prioritize this work with other requests across the entire Eclipse Foundation.

Project meta data & statistics for the Science group's projects are managed by the PMI at projects.eclipse.org. Project leads & committers have some access there. Admin tasks are generally done by Richard & Wayne.
