Hi,

The TCK can be on Maven Central if you replace the single license file inside it. This is what a number of other projects do as well. There's an epl license file and an eftl one, and the build that goes to maven central is updated (or build) with the epl variation of the license file.

It's a little awkward and hopefully this can change in the future.
