[qrisp-dev] Committer Election for Diego Polimeni on Eclipse Qrisp has started

A Committer election for Diego Polimeni on project Eclipse Qrisp
(technology.qrisp) was started by Nikolay Tcholtchev with this criteria:
Diego Polimeni has made an impact on the project.
* He developed the aspects of Shor for attacking ECC
* Implemented the conditionally clean ancillae mcx compilation strategy and
made it jasp compatible
* Restructured the gate application function for mcx
* Implemented the efficient Remaud adder and made it jasp-compatible
* Implemented numpy-like arithmetic tooling for QuantumFloat (min, max,
floor, ceil, round, modf) and made it jasp-compatible
