[platform-vcm-dev] Pessimistic Provider

To install into a fresh drop, simply unzip into your plugins directory.
To install into a drop that already has the pessimistic provider installed,
delete the old plugin first, then unzip into your plugins directory.

I plan on releasing a new version of the pessimistic provider once a week
_if_and_only_if_ I make fixes.
