[platform-vcm-dev] Bugzilla and bug assignment, changes

If you receive bugzilla notification, you've just been hammered by a ton of
bugzilla email notification.

I was finding it difficult to track those bugs which really were new, from
those which had been read but remained uncommitted.

From now on, uncommitted bugs will be assigned to me, accepted, with their
priority set to P5.  This doesn't necessarily match their real priority,
its just the field we can use to distinguish them.  I have marked all our
uncommitted bugs in this way, hence the bugzilla spam.  Apologies.

We are also attempting to use the milestone field when assigning bugs to
people.
