[platform-vcm-dev] RepositoryView and SyncView updates

RepositoryView:

-Structure now more closely resembles the old 1.0 structure, which we 
think is a more useful way of looking at version tags.

SyncView:

-Initial release! Quite broken, please don't use it yet. :-) Lots of work 
ongoing in this area, we'll post status updates as it becomes more 
functional.
