One question: will you be able build a pure Java integration?
I have once been looking into building a Perforce Java API and as far as I 
could determine, Perforce uses ONC RPC to do the client-server communication. A 
search on the net resulted in RemoteTea(1) providing a pure Java implementation 
of the RPC protocol. I suggest that we get a Java API for Perforce working 
first and then start to build the Eclipse integration plugin. Comments?
