There can be only one primary feature. Primary feature is responsible for
providing product 'personality' that includes splash screen. We don't have
a fallback strategy when the primary feature does not provide the splash
screen. Most (if not all) do, so I don't think this will be addressed any
time soon.
You can copy Eclipse splash screen image and get the same effect.

You are right. It is the splash screen. I took ours out so that the Eclipse
one would come up by default. Is it worth entering an enhancement request
that you do that when a feature does not provide its own splash.bmp? Or
does this suggestion not make sense?
