[platform-ui-dev] Build/Triage cycle for RC2, RC2 rules

I'm doing a submission for tomorrow's 08:00 build to fix the final
iteration of bug 311438 [1].  Francis, you can do the submission for
the Thursday morning 08:00 EDT build [2].

Just a reminder that in RC2 the check-in rules require two +1s on the
bug [3] (the same 2 committers can approve the bug and review the
code).
